Jessica L. Furey

Jessica L. FureyJessica Furey has more than a decade of experience as a senior legal and policy advisor in state and federal government, specializing in federal and state regulatory processes, especially cost benefit analysis and risk assessment and management. She has worked extensively with the private sector and government entities to promote environmental stewardship through the use of environmental management systems, voluntary and performance based programs, pollution prevention, and other innovative strategies.

Most recently, Ms. Furey was the Associate Administrator for the Office of Policy, Economics and Innovation at the United State Environmental Protection Agency. She managed the Agency’s major regulations, coordinated interagency review, and served as the Agency’s liaison to the Office of Management and Budget and other White House offices. In addition, Ms. Furey oversaw EPA’s National Center for Environmental Economics, and managed the Agency’s innovation programs. She also served as Counselor to the Administrator, providing legal and policy advice on a range of complex issues, including rulemakings, policy and guidance development, superfund cleanups, and enforcement-related issues.

From 1991-2001, Ms. Furey held a number of high-level legal and policy posts at the New Jersey State Attorney General’s Office and in the Office of the Governor. As Executive Assistant Attorney General, she helped manage the Department’s 10 divisions and served as the Attorney General’s designee on the board of the New Jersey Sports and Exposition Authority. In the Governor’s Office, Ms. Furey provided legal counsel to the Governor on various legislative and regulatory matters. She was the Governor’s liaison to both houses of the New Jersey State Legislature and helped negotiate the state budget. Prior to joining the Governor’s Office, Ms. Furey worked as a deputy attorney general and handled cases in the state and administrative law courts.

Ms. Furey is a member of the New York, New Jersey, Massachusetts and United States Supreme Court bars.
